EAS is currently looking for an Environmental Planning and Compliance Program Manager. This is a full-time remote position.
As a key member of our senior leadership team, the Environmental Planning and Compliance Program Manager will play a pivotal role in guiding the successful execution of environmental documentation and regulatory compliance projects. The Environmental Planning and Compliance Program Manager will provide line supervision to approximately 10-15 technical staff members primarily supporting NEPA analyses and environmental compliance studies. The Environmental Planning and Compliance Program Manager is responsible for implementing standards and procedures for the completion of environmental deliverables, as well as developing and training team members, reviewing staff performance, and overseeing monthly contract invoicing and weekly timekeeping/utilization.
Essential Functions:
- Senior Leadership Participation: Serve as an integral member of the senior leadership team, actively participating in both virtual and occasional in-person meetings.
- Environmental Documentation Oversight: Lead project managers in the development, execution, and review of environmental documents such as EAs, EISs, Findings of No Significant Impact (FONSIs), and Records of Decision (RODs) to ensure technical and legal sufficiency for client deliverables.
- Project Management: Plan, coordinate, and manage complex, multi-disciplinary NEPA and compliance projects, ensuring collaboration among internal teams, teaming partners, subcontractors, and clients while delivering high-quality results on time and within budget.
- Staff Leadership and Development: Manage the growth and professional development of technical staff, providing mentorship, direct supervision, and guidance in project management and client engagement.
- Human Resources Collaboration: Partner with the HR team to oversee employee relations, recruiting, performance management, and career development within the Environmental Planning and Compliance Program.
- Budget Management: Collaborate with company leadership to develop and manage the annual budget for the Environmental Planning and Compliance Program.
- Client Relationship Management: Mentor staff in managing client relationships, participate in client meetings, and facilitate problem resolution, ensuring ongoing client satisfaction and project success.
- Contract Management: Oversee and manage federal contracts to ensure conformance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR) and other agency and federal requirements. Contracts may include indefinite delivery-indefinite quantity (IDIQ) single award task order contracts (SATOCs), standalone contracts, and subcontracts supporting Federal clients.
- Business Development: Support business development efforts by identifying new opportunities, fostering relationships with clients, and preparing proposals for future projects.
- Proposal Preparation and Risk Management: Lead proposal development for new environmental planning and compliance projects, including scope definition, risk assessment, and pricing strategies for complex environmental projects.
- Quality Assurance and Compliance: Ensure all documents and deliverables meet company standards, client requirements, and regulatory guidelines.
- Operational Oversight: Oversee all project activities, including work planning, project reviews and forecasting, quality control, invoicing, and staff performance reviews, ensuring successful project execution from start to finish.
Qualifications:
- Education: Bachelor’s degree in Engineering, Environmental Sciences, or a related field is required; a Master’s degree is preferred but not mandatory.
- Certification/License: American Institute of Certified Planners (AICP), Project Management Professional (PMP), Program Management Professional (PgMP), or Professional Engineer (PE) is desired but not required.
- Experience: A minimum of 10 years of experience in preparing NEPA environmental documents and associated technical studies, including at least 3 years in a supervisory role managing environmental projects and staff.
- NEPA Expertise: Extensive knowledge and experience in NEPA implementation, including conducting analyses and reviews, and developing key NEPA documents (e.g., EAs, EISs, FONSIs, RODs). Leading the completion of multiple EIS documents a plus.
- Federal Agency Experience: Significant recent experience working with federal agencies such as the Department of Defense, Bureau of Land Management, Bureau of Reclamation, National Oceanic and Atmospheric Administration, Department of Energy, and Department of Homeland Security. Specific experience with the Department of the Air Force and Department of the Army is a plus.
- Leadership and Team Building: Proven ability to lead, manage, and develop multi-disciplinary teams, ensuring project success and fostering a collaborative work environment.
- Project Management Skills: Demonstrated ability to manage multiple projects in a fast-paced environment, balancing competing priorities and deadlines across diverse geographic regions.
- Communication Skills: Strong written and verbal communication skills, including the ability to edit, oversee, and prepare high-quality technical reports with attention to detail.
- Negotiation and Problem-Solving: Exceptional skills in negotiation, problem-solving, and production of high-quality deliverables, with a track record of successfully fulfilling commitments on schedule.
