Proposal Manager, Environmental Services

KOMAN Holdings, LLC has an exciting career opportunity for a seasoned Proposal Manager with Environmental industry who will pursue opportunities with the U.S. Federal Government. The Proposal Manager will play a critical role in managing the full proposal lifecycle, from capture planning to final submission, ensuring alignment with government solicitation requirements and company strategic objectives.This position requires expertise in federal procurement processes, particularly IDIQ, MATOC, SATOC, and task order proposals.

Essential Functions:

  • Manage the full lifecycle of proposal development for one-step and two-step solicitations, ensuring all submission requirements and evaluation criteria are met.
  • Analyze Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), and Sources Sought Notices (SSNs) to develop structured, compliant, and compelling proposals.
  • Develop detailed proposal outlines, schedules, compliance matrices, and annotated templates to ensure clarity, consistency, and compliance.
  • For one-step solicitations: Manage single-phase proposal responses, integrating technical, management, pricing, and past performance volumes into a compliant and persuasive document.
  • Work with capture managers, subject matter experts (SMEs), business line leaders, technical staff, and teaming partners to gather, refine, and integrate proposal content.
  • Develop and refine proposal sections, including:
    • Technical Volume – Develop clear and concise technical approaches, methodologies, and solutions tailored to solicitation requirements.
    • Management Volume – Outline effective project management strategies, organizational structures, staffing plans, risk management approaches, and quality control measures.
    • Past Performance Volume – Compile, tailor, and enhance relevant project experience narratives and performance evaluations to align with solicitation requirements.
    • Other Required Volumes – Address Small Business Participation Plans, Safety Plans, Transition Plans, and other solicitation-specific requirements.
  • Ensure compliance with Federal Acquisition Regulations (FAR), solicitation evaluation criteria, and government procurement best practices.
  • Coordinate and lead proposal kick-off meetings, story-boarding sessions, solutioning workshops, and color team reviews to refine strategy and enhance proposal quality.
  • Facilitate the use of proposal automation tools, templates, and content libraries to improve efficiency and consistency.
  • Oversee proposal production, including final formatting, graphics development, proofreading, and submission in accordance with agency requirements (electronic and hard copy formats).

Content & Compliance Management

  • Write, edit, and review proposal sections to ensure clarity, accuracy, and compliance with Federal Acquisition Regulations (FAR) and solicitation guidelines.
  • Develop and maintain a content library of reusable proposal narratives, resumes, and project descriptions.
  • Coordinate final proposal compliance reviews with Contracts and Legal teams.

Capture Strategy & Competitive Analysis

  • Work with leadership to enhance capture and proposal best practices.
  • Assist in capture planning and competitor analysis to develop winning strategies.
  • Identify proposal differentiators that align with client needs and evaluation criteria.
  • Develop and refine win themes and value propositions for each proposal opportunity.

Qualifications:

  • Bachelor’s degree in Business, Marketing, English, Communications, or a related field.
  • 10+ years of experience leading multi-volume proposals as well as SF330 proposals for US Government solicitations, with specific experience with Department of Defense (DoD) and/or Department of Energy (DOE) preferred.
  • Proven success managing IDIQ, MATOC, SATOC, and task order proposals.
  • Strong knowledge of federal procurement processes, FAR/DFARS, and government contracting regulations.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Creative Suite (Acrobat, InDesign, Photoshop).
  • Experience with GovWin, SAM.gov, and FedConnect for opportunity tracking.
  • Experience within the AEC (Architecture, Engineering, and Construction), Environmental, and/or facilities management industry is highly desirable.
  • Experience working with 8(a) firms, Alaska Native Corporations (ANCs), and small business set-asides.
